The URA Ordinance (URAO) and the Urban Renewal Strategy (URS) underpin the URA’s mandate to undertake, encourage, promote and facilitate urban renewal through a comprehensive and holistic approach by way of Redevelopment, Rehabilitation, pReservation and Revitalisation – the 4Rs. This comprehensive and holistic approach has now been further developed to embrace the 5th “R” of Retro tting. To pursue its objectives, the URA has committed to adopt a “people- rst, district-based, public participatory” approach and being “forward-looking” to meet Hong Kong’s development needs in the long run.
